Helping Propane Marketers Comply with NFPA 58 and 54 Code Requirements with CETP/PEP Training
The Certified Employee Training Program (CETP), now known as the PERC Education Program (PEP), is a training program developed by the Propane Education & Research Council (PERC) designed to ensure that personnel in the propane industry have the necessary knowledge and skills to perform their job duties safely and effectively. This training is critical for propane marketers to meet the requirements of NFPA 58 Liquefied Petroleum Gas Code and NFPA 54 National Fuel Gas Code.
Propane safety training is required for all employees whose primary duties include:
- Transporting LP Gas
- Transferring LP Gas into or Out of Stationary Containers
- Installing Stationary Containers
P3 Propane Safety offers all levels of CETP/PEP training required for propane employees. We will keep track of all your training completed through our program. In addition to initial training, we recommend refresher courses at least every three years.
The CETP/PEP 1.0 Basic Principles and Practices of Propane offers an “entry-level, foundational” course
primarily about propane’s physical and combustion properties and how propane is produced and
transported.
*BP&P is pre-requisite instruction for the completion of all other CETP/PEP Certifications.
Course objectives include:
- Identify the advantages of propane
- Describe propane customer applications and strategies for quality customer relations
- Identify sources, physical properties, and effects of pressure and temperature on propane
- Verify characteristics and purposes of odorants
- Identify and respond appropriately to service interruptions
- Identify complete and incomplete combustion
- Identify which propane industry standards, codes, and regulations correspond to job-related
tasks - Recognize and use appropriate personal protective equipment, practices, and procedures
- Identify features of bulk plants, DOT/ICC cylinders, and other propane equipment, systems, and
materials
Requirements for 1.0 Certification include the following:
- Passing score on 1.0 Basic Principles and Practices of Propane exam
- Completed 1.0 Basic Principles and Practices of Propane Skills Assessment returned to the
testing center within 12 months of passing the exam
Primarily designed for employees who operate a bobtail, this course provides information, practices, and
procedures that support general delivery tasks for those who operate commercial motor vehicles to
deliver propane.
Course objectives include:
- List CMV licensing and driving requirements and restrictions
- Identify vehicle inspection, marking, and documentation requirements
- Recognize and protect yourself from hazards associated with handling propane
- Identify procedures for handling out-of-gas calls and leak-checking distribution piping systems
- List safe driving strategies and procedures for handling accidents and emergencies
- Identify regulations for parking your CMV indoors and outdoors
- Explain the purpose and functions of bobtail features and equipment
- Identify the procedures for loading a bobtail using a plant pump
- Describe bobtail inspection procedures
- Identify the features of ASME tanks and procedures for examining containers and installations
prior to transferring propane - Identify procedures for unloading a bobtail at a customer location
- Identify procedures for injecting methanol into propane containers
- List procedures for evacuating ASME tanks
Requirements for 2.2 Certification include the following:
- Prerequisite: 1.0 BP&P Certification completed within 12 months of passing the exam
- Passing score on 2.2 Bobtail Delivery Operations exam
- Completed 2.2 Bobtail Delivery Operations Skills Assessment returned to the testing center
within 12 months of passing exam
Primarily designed for bobtail and cylinder delivery drivers, this course provides current information,
practices, and procedures for safely and efficiently delivering propane to customers.
Course objectives include:
- CMV licensing and driving requirements and restrictions
- Vehicle inspections, identification, and documentation requirements
- Recognizing and protecting yourself from hazards associated with handling propane and other
flammable liquids - Procedures for handling out-of-gas calls and leak-checking distribution piping systems
- Safe driving strategies and procedures for handling accidents and emergencies
- Regulations for parking a CMV indoors and outdoors
- Common features of cylinders and their valves, gauges, and fittings
- How to properly prepare cylinders for service, including proper inspection, purging, and valve
extraction procedures - Precautions and steps for filling cylinders and ASME vehicle-mounted tanks at the bulk plant
- Procedures for properly delivering propane to residential and commercial customers
Requirements for Certification include the following:
- Prerequisite: 1.0 BP&P Certification completed within 12 months of passing the
exam - Passing score on 2.4 Cylinder Delivery Operations exam
- Completed 2.4 Cylinder Delivery Operations Skills Assessment returned to the testing center
within 12 months of passing the exam
Primarily designed for those employees needing information from both 2.2 Bobtail Delivery Operations and 2.4 Cylinder Delivery Operations
Requirements for Certification include the following:
- Prerequisite: 1.0 BP&P Certification completed within 12 months of passing the exam
- Passing score on the 2.2/2.4 Delivery Combo exam
- Completed 2.2/2.4 Delivery Combo Skills Assessment returned to the testing center within 12 months of passing the exam
Primarily designed for employees who work in propane bulk plants, this course provides information, practices, and procedures that support general plant operations tasks.
Course objectives include:
- Identify the main components of a bulk plant
- Operate the propane liquid supply system
- Inspect and fill DOT containers
- Inspect and fill vehicle-mounted ASME tanks
- Requalify DOT cylinders by visual inspection
- Maintain cylinders and ASME tanks
- Unload a cargo tank motor vehicle
- Maintain bulk plant systems and equipment
Requirements for Certification include the following:
- Prerequisite: 1.0 BP&P Certification completed within 12 months of passing the exam
- Passing score on the 3.1-3.5 Basic Plant Operations exam
- Completed 3.1-3.5 Basic Plant Operations Skills Assessment returned to the testing center within 12 months of passing the exam
Primarily designed for employees who unload bulk propane delivered by railcar and/or load railcars with propane.
Course objectives include:
- Identify the hazards associated with handling and transferring propane and the appropriate personal protective equipment (PPE)
- Explain railcar documentation, condition requirements, and spotting procedures
- Identify bulk plant railcar loading/unloading systems and components
- Verify the presence of odorant
- Unload a railcar using the plant compressor
- Load a railcar with propane
- Identify railcar security procedures
Requirements for Certification include the following:
- Prerequisite: 1.0 BP&P Certification completed within 12 months of passing the exam
- Passing score on the 3.6 Performing Railcar Product Transfers exam
- Completed 3.6 Performing Railcar Product Transfers returned to the testing center within 12 months of passing the exam
Primarily focuses on designing and installing the exterior portions of a vapor distribution system for both residential and small commercial markets.
Course objectives include:
- Properly determine an effective system load
- Identify factors affecting selection of a properly sized container
- Select and install an appropriate container for a vapor distribution system
- Identify requirements for establishing a container location
- Identify how to properly select, size, and install pipe and tubing for a vapor distribution system
- Explain how to analyze and prevent corrosion
- Identify the steps to sizing, selecting, and installing regulators
- Describe how to properly select and install a vapor meter
- Discuss primary special installations that correspond with a vapor distribution system
Requirements for Certification include the following:
- Prerequisite: 1.0 BP&P Certification completed within 12 months of passing the exam
- Passing score on 4.1 Design & Install VDS exam
- Completed 4.1 Design & Install VDS Skills Assessment returned to testing center within 12 months of passing the exam
Primarily focuses on the interior portions of the piping system and on the checks and tests required when installing new piping and regulators or restoring service to an existing vapor distribution system.
Course objectives include:
- Identify the different vapor distribution system and appliance checks and tests and recognize the steps to perform them
- Explain the general procedure for placing a vapor distribution system into operation and when to make the final connection to turn on the system
- Identify how to validate container, pipe and tubing, regulator, and vapor meter installations
- Understand the importance of proper venting, combustion air, and purging
- Identify appliance controls and safety devices and understand their purpose
- Understand the basic characteristics of burning propane to include the components of a burner, air adjustments, and flame abnormalities
- Understand the importance of communicating customer safety information
Requirements for Certification include the following:
- Prerequisite: 1.0 BP&P Certification completed within 12 months of passing the exam
- Passing score on 4.2 Placing VDS and Appliances into Operation exam
- Completed4.2 Placing VDS and Appliances into Operation Skills Assessment returned to testing center within 12 months of passing the exam
Primarily focuses on how to design and install a vapor distribution system inside a structure or within any portion of the system installed under the scope of NFPA 54.
Course objectives include:
- Identify different appliance types, requirements, and restrictions
- Understand the design and installation considerations for gas appliances
- Explain how to design and install natural, direct, and mechanical draft venting systems
- Identify how to determine system pressure and load and other piping considerations
- State how to convert gas appliances and add appliances to a system
- Understand the process of installing interior piping
Requirements for Certification include the following:
- Prerequisite: 1.0 BP&P Certification completed within 12 months of passing the exam
- Passing score on 4.3 Installing Appliances and Interior VDS exam
- Completed 4.3 Installing Appliances and Interior VDS Skills Assessment returned to testing center within 12 months of passing the exam
Primarily focuses on safely and efficiently working with the electrical components in basic propane appliances. For the purpose of this course, basic propane appliances are defined as simple appliances that do not have advanced controls and complex electronic ignition systems. They may have simple electronic ignition systems, such as those found in many ranges. They include 120/24 V and DC millivolt systems.
Course objectives include:
- Follow safety procedures
- Interpret electrical control circuit diagrams for basic appliances
- Use a digital multimeter
- Measure voltage, resistance, and current at any point in an electrical circuit
- Identify functions and operating characteristics of common sensing devices in basic appliances
- Identify functions and operating characteristics of common controls and components in basic propane appliances
- Troubleshoot electrical circuits
Requirements for Certification include the following:
- Prerequisite: 1.0 BP&P Certification completed within 12 months of passing the exam
- Passing score on 4.4 Basic Electricity for Propane Appliance Service exam
- Completed 4.4 Basic Electricity for Propane Appliance Service Skills Assessment returned to testing center within 12 months of passing the exam
Primarily focuses on safely and efficiently servicing, troubleshooting, and repairing basic propane appliances. For the purpose of this course, basic propane appliances are defined as simple appliances that do not have advanced controls and complex electronic ignition systems. They may have simple electronic ignition systems, such as those found in many ranges. They include 120/24 V and DC millivolt systems.
Course objectives include:
- Follow safety procedures
- Promote positive customer relations
- Apply systematic troubleshooting techniques
- Interpret electrical control circuit diagrams for basic appliances
- Measure simple temperature, pressure, and gas concentration
- Identify operating characteristics and typical problems of common sensing devices in basic appliances to facilitate troubleshooting
- Identify operating characteristics and typical problems of common controls and components in basic propane appliances to facilitate troubleshooting, including:
- Transformers
- Relays and contactors
- Motors and capacitors
- Wall thermostats
- Limit and fan controls
- Ignition systems
- Gas control valves
- Troubleshoot electrical circuits and components of basic propane appliances.
- Perform preventive maintenance for basic propane appliances
- Troubleshoot appliances after emergency calls to determine source of propane leaks, odor complaints, and carbon monoxide complaints
Requirements for Certification include the following:
- Prerequisite: 1.0 BP&P Certification completed within 12 months of passing the exam
- Prerequisite: 4.4. Basic Electricity for Propane Appliance Service Certification completed within 12 months of passing the exam
- Passing score on 4.5 Basic Propane Appliance Service and Troubleshooting exam
- Completed 4.5 Basic Propane Appliance Service and Troubleshooting Skills Assessment returned to testing center within 12 months of passing the exam
